Their combined total production for consumption in the second quarter of 2018 was 97.2 Mt and represented 37 percent of the U.S. total. Production for consumption in the first six months of 2018 increased by 7 per- cent compared to the prior-year period. Portland (including blended) cement consumption increased by 5 percent in the second quarter of 2018 compared to the prior-year period. Consumption in the first six months of 2018 increased by 3 percent compared to the first half of 2017. This information was obtained from the USGS monthly survey of U.S. cement producers. Environmental Protection Agency (EPA) Administrator Andrew Wheeler welcomed the aggregates industry to Washington, D.C., on Sept. 25 during NSSGA's Legislative and Policy Forum. Wheeler provided updates on regula- tory reform and other EPA priorities, including improving the permitting process, cost-benefit analysis and trans- parency in regulatory science. "Sound science must be the founda- tion of everything we do at the EPA," Wheeler said. "Americans deserve to know the science guiding EPA decisions that may impact their lives, especially when it's funded with taxpayer dollars." Steven Bradbury, general counsel of the U.S. Department of Transporta- tion (DOT), said the agency's top three priorities are safety, helping to con- struct the country's infrastructure and paving the way for new technologies in transportation.
