Cement Industry to Spend $685 Million/Year for Pollution Control The promulgation of tough air toxics rules will cause the cement industry to spend $685 million per year for air���pol��� lution���control equipment over each of the next three years, according to the McIlvaine Co.���s Cement Plant and Project Tracking System. The largest expenditures will be for fabric filters ($300 mil��� lion per year) as they will be needed to provide better par��� ticulate and mercury capture. Substantial investments in scrubber systems ($250 million per year) will be made in order to meet the HCl limits. In addition to the above listed equipment, there will be substantial expenditures for acti��� vated carbon and continuous emissions monitoring systems. After many rounds of litigation, the final Cement MACT rule was issued in December 2012. Existing kilns must comply by Sept. 9, 2015. EPA estimates that mercury will be reduced by 93 percent, hydrochloric acid by 96 percent, particulate mat��� ter by 91 percent and total hydrocarbons by 82 percent. Most of the kilns in the country will make the necessary ex��� penditures rather than shut down. One reason is the im��� proving market for cement. According to the latest forecast from the Portland Cement Association (PCA), there will be an 8.1 percent growth in cement consumption in 2013. The upward revisions reflect adjustments made in light of the recent fiscal cliff accord, recognition of stronger economic momentum and markedly more optimistic assessments re��� garding residential construction activity. PCA also upwardly revised its long���range projections for 2015���2017. Annual growth during that period is expected to be as high as 9.2 percent. Cement consumption is dictated by the level of construction activity and by the prevailing ce��� ment intensity. While 2017 cement intensity levels remain well below the pre���recession averages and upside risks re��� main, these risks have been significantly reduced. CSI membership includes all multinational companies with integrated North American operations: Argos, CRH, Cemex, GCC, Heidelberg, Holcim, Lafarge, Taiheiyo, Titan and Votorantim. The initial PCR focuses on production impacts up to the concrete delivery point, known as ���cradle���to���gate.��� CSI is also investigating whether concrete���s contribution to the sustainability of a structure during its use and end���of���life can be captured in a systematic way, netting data for ���cra��� dle���to���grave��� EPD. Declarations provide relevant, verified and comparable information about a product���s environ��� mental impact ��� based on life���cycle assessment ��� and are positioned for favorable treatment in the forthcoming LEED v4 green building rating system. By providing data in a standardized format, EPD offer a robust basis for identi��� www.rockproducts.com fying products that have the least environmental impacts through a building���s life cycle. Through a common PCR, CSI is offering members and the wider industry reference methodology. The rules are vital to the concept and practice of EPD, establishing the as��� sumptions, scope and functional units of measure ��� pre��� venting producer alteration to favor certain mixes. Declarations can be compared only when they are based on the same PCR, ensuring that the methodology, data quality and indicators are consistent, and that all the relevant life cycle stages have been included. The CSI PCR is registered under the International EPD Sys��� tem (Environdec); is based on the ISO standard for EPD (ISO 14025:2006); and complies with the European stan��� dard for construction products (EN 15804:2012). It also takes into account standard developments in other regions, particularly the U.S. The tool���s flexibility allows local adap��� tation to applicable laws and industry practice in different regions (e.g. treatment for allocation of slag).
